If the state was to build more schools and offer education for free, then they would be able to bring a crop of great young blood into the 'system.' They could finance this by selling land at reduced rates, or building the schools out of my own cement, the plastic and sand mix. They could also build schools out of prefab groupings and build a hall for designated things. They could take old fields near the homelands and lay them with prefabs to secure a oppurtunity of education for all the children. Then they could also get the comunity to build hospitals and schools out of thier own materials, like shacks. This will be priary shchools without computers, but will be better then nothing. To improve the standards of education they could also offer the teaching degree for free.

Sometimes financing things is hard. If they were to sell off government assets, they would have more money coming in to 'play' with and then they could tax the businesses when hey operate. This means a lump sum and taxation for doing nothing! Then they could finance a lot more.
 
Dhoni must not have his team turn up slow on the over-rate in the third Test against the West Indies here from Wednesday, for it would incur an immediate ban of one Test match on him.

The Indian team follow their Caribbean odyssey with a star-billed series in England this summer and if Dhoni's team is not alert, it could make him sit out in the Lord's Test.
