• NHDC setup in 1983 as a public sector undertaking by the Govt of India •Mission of the company was to become a national level agency for the promotion and development of the handloom sector •Acts as a major intermediary in the area of yarn procurement and support
Handloom Sector in India
• Provides employment to over 30 lakh people •Handloom sector contributes nearly 23% of the total cloth produced in the country •Handloom sector has increased ten-fold from 500 mn sq metres in the fifties to 7862 mn sq metres in the late nineties •Handloom sector second largest in India after agriculture in term of economic activities •Weavers are a part of a legacy of 5000 year old tradition •Handloom activities are diversified, different and vary from village to village
Handloom Sector in India
• The types of handlooms used in India include primitive looms like the loin looms, vertical looms such as drugget and carpet looms. • During the post-liberalization period, the area under cotton cultivation increased from 73.95 lakh hectares in 1990-91 to 86.46 lakh hectares in 1999-2000. • The consumption of cotton yarn by handloom sector was 24.48 percent of the total consumption in 1 990-91 and it rose to 30.76 percent in 19992000. • Of the total number of handlooms, 83.81 percent were functioning in the rural areas and the remaining 16.19 percent were functioning in the urban centres.

Objectives
• To ensure the availability of raw materials like yarn, dyes and chemicals and other inputs to handloom weavers • To contribute to the growth of infrastructure and appropriate technology • To create marketing opportunities for higher output and to add to marketing opportunities for exports • To act as a channel for routing Central Government funds, loans and grants to Handloom Corporations, Co-operative Societies and other bodies or persons engaged in the production and development of handloom sector.

The Mill Gate Price means the price at which the yarn is procured from the registered license holders Only selected agencies can participate

Agency pays NHDC Agency claims transportation reimbursement confirms with agency cost
Claims and Reimbursement
• The rate of reimbursement has been calculated based on the volume and trends of prevailing price and freight charges in transporting the yarn from the mills to the agencies. • To facilitate easy accounting of the transportation cost, NHDC forwards the goods on freight “to pay” basis and the amount paid by the user agencies is reimbursed to them in full by NHDC on quarterly basis, on submission of claim bills. The actual cost of transportation or the rates of freight reimbursement, whichever amount is less, is allowed. NHDC is reimbursed this amount by Government of India.
