As per me, yes we need minimum wages Act, Particularly in India to avoid exploitation of labours. However the minimum wages should be reasonable. On one side the wage prescribed should be based on cost of living per day and should be on hourly based and not daily based and on the other side it shloud be based on the work the labour has to perform and the skill of the worker.
For example Electrician, plumber, mason etc. can be clubbed together as a category and hourly rate may be fixed for a ITI trained or experienced skilled worker. If the same is to be reformed by a semi skilled or unskilled worker under supervision of a skilled person or owner then it could be 25-30% less. A person with the knowledge of local language / language of the owner for whom he performs work may be given 10% more, since he will be able to better communicate with the owner.
