Is to "FINE a charge is better option " for breaking the rules?

no, fine is not a better option for breaking rules.if they break rules made them aware the rule to public like what RTC doing now.
if driver of bus is not stoping bus in bustop he is allowed to work in that particular stop fow weak and made to stop bus in that stop

Not at all.. Along with a fine, punishment should also be given.. to teach them a lesson so that it doesn't get repeated..
