What we have to keep in mind there rights & duties are two sides of the same coin and so, unless we perform our duties we have no claim over our rights & freedoms. We can't clap with one hand, can we? {the proverb sounds much better in Hindi,really}
Theres are many duties that are aimed at defining & outlining the extent to which we can use are rights & freedom, unless we perform these duties we can't expect to get our rights.
From a different point of view, what we must also understand is that just as we have rights & freedoms the same way every other individual also has the same rights & freedom. So, if any of our actions are infringing upon other's rights then how can we be allowed to perform those actions freely.
To be more precise about the topic, the thing about abusing & all, well, I think its a petty matter & its more a reflection of your character & values, so its up to the individual how he decides to portray himself in public.
However if you stand on the road & start abusing any1 who passes by, again, thats not permissible.
