India cannot afford to take extreme steps, because it would than be against Pakistan, where most of the terrorist camp's are. It will have to eventually bow to International pressure to keep South East Asia a stable piece of land unlike the middle east. Also with lots of internal disturbances within India.
India can only put diplomatic pressure on Pakistan, and if it resorts to use of force, it will increase these kind of terrorist activities rather than curbing it. It's impractical to think that police and army can shield all public places and only way to catch all these terror attempts is intelligence, but even that cant be foolproof as there is a thin line between speculation and intelligence. so, its not easy to contain all these attacks and many countries are the victim of these. Even after lot of claims for fight against terror, they are not able 2 find any possible solution to it.
