HR Policy-Questionnaire

hii,
I am a MBA student doing my summer project in an IT company. The topic of my project is HR Policies(given by the company). For framing the policies i need to do a survey of the industry standards for which i need a questionnaire benchmarking the HR policies of IT industry.
If somebody can provide some guidelines hw to prepare a questionnaire on such a vast topic as HR Policies den it ll be a great help to me. The questionnaire which i need to prepare covers all the major topics of HR policy.
