Fragmentation of our states?

Recently there issues of states asking for their fragmentation on the basis of caste, religion ,language and community , be it Telangana in Andhra Pradesh or Vidarbha in Maharashtra. Do you think it is alright for them to divide? Have we forgotten our secularism?
 
when structures of due process procedures and substantive affirmative actions appear for both the decentralized diffusion of grievance procedures and the centralized imposition of affirmative action programs, we analyze variations among organizations in the timing of rights elaboration and in the comprehensiveness, procedural complexity.
 
Breaking states into smaller states on the basis of administrative welfare is fair, but on the basis of caste, linguistic and community is like tearing the first page of our Indian Constitution ,The Preamble, which says that India is a secular country.
 
I do not disaccord with those who cut with the fabrication of Telangana, arguing fragmentation give helpfulness exercise organization and thus insure employment. After all, many focussing on remote and destroyed regions faculty pave the way for their exercise.
