Error in GMAT OG 11 Maths answer?

Hi,
This is the question No.45 in the Problem Solving section of GMAT OG 11.

A triangular region has one side 8, the other side 3.
what CAN be the 3rd side?

Options given are : I)5
II) 8
III)11.

Answer given is A) II only (i.e. 8 only)

But I have constructed a triangle with the other side measuring 11 . (i.e, the sides of the triangle are 3, 8, 11). Obviously, sides of 3, 8, 8 are also possible.

So, I think, the right answer should be D) II and III (ie. 8 and 11).

If I am going wrong somewhere, could someone please let me know? I have downloaded the GMAT OG11 Maths from the link given in this web-site, and it does not have the explanation for the answer.
 
There is a rule of triangle that states that length of the longer side of the triangle should be smaller than the sum of the other 2 side. Going by that method only 8 is a possible option therefore answer is II
