Do we need tough laws or tough hands ?

We need sincere and honest politicians that we are not having for the time being, parties like BJP are busy in publishing advertisements. Avoiding the part that India faced on terrorism.

They don't care about the people and our army men who are getting killed in such act every time.

I dont think any tough laws or tough hands stops all this because when there is corruption in our system no tough hands and laws for terrorist can stop this.
 
No. Mostly because gun control laws only work when they are obeyed by everyone. But gun control laws don't apply to everyone (there are individuals and groups who are above the law - like it or not), and not everyone will obey the law either. So this creates a situation where it's assumed that these laws got rid of all the powerful guns, yet in reality people are concealing weapons.

A better option (IMO) would be to do something more like the Swiss - where every citizen is trained in the proper use and care of firearms. You will always have robberies and murders, the only injuries you can prevent are mistakes - also a trained gun owner can help protect against such crimes until the police arrive.

Guns are a tool, just as a knife. You can stab a person with a knife, but you can also use it to survive in the woods or cut a rope. Likewise, you can shoot a person, but you can also stop someone else from shooting you, or kill an animal roaming the neighborhood that could harm children, or have fun shooting targets, or do other things.
 
Our laws are tough enough as is. Tougher laws will not serve the purpose. What is needed is proper implementation of the existing laws.
