Chemicals industry to get first right over ethanol?

The Union Cabinet had approved a mandatory 5% ethanol blending with petrol under the programme and an interim price of Rs 27 per litre was approved. The Plan panel is expected to arrive at a formula to derive a long term, fair and remunerative price for the commodity.

Well the government had passed this order somewhere in 2007 to make compulsory mixing 5% alcohol but due to the shortage of the alcohol this could not be completed, 68 crore litres of alcohol were required but government got only 40% of the requirement in 2009. This is acting as a hindrance towards the implementation of this proposal.
 
so if ethanol is going to be added what abt the quality of petrol? and what is its effect on the automobiles? should the automobile engines be mended in such a way to adapt this kind of fuel?
