In simple terms a company or bank doesn't have enough money left to meet its expenses to survive because money is not coming back from customers, it will go bankrupt.

Thsi situation will lead to social unrest because thousands of employees will be rendered jobless. The govt. takes it over and pays all liabilities. The confidence of the organisation returns and they work without fear of being laid off jobs.

It is like when some one is heavily under debt and someone pays for him so that he can start afresh.
