Are test scores the only way to judge the competency of a student?

It depends on how the tests are taken. According to the new Education policy, equal importance will be given to a child's academic as well as extra-curricular activities. Though, this is going to take a better part of the next decade to get implemented, it is a new step forward from the old policy which strictly put marks above all else.
